As a member of the Committee on Religious Freedom, Dr. Murray collaborates with attorneys, legal scholars, and religious freedom advocates to address emerging legal and policy challenges affecting freedom of religion or belief. His work contributes to strategic advocacy initiatives, the development of amicus briefs, and principled legal responses that strengthen religious liberty and protect freedom of conscience.

As a Founding Board Member and Secretary of the International Faith Council, Dr. Murray provides strategic leadership for a global network of Christian leaders committed to advancing faith, freedom, and human dignity. Through the Council, he has helped cultivate strategic relationships with heads of state, senior government officials, Christian leaders, and civil society organizations in countries including Hungary, Guatemala, Costa Rica, El Salvador, and Israel. These partnerships strengthen international cooperation, foster principled engagement, and advance collaborative responses to the moral, social, and public policy challenges facing communities around the world.

As Vice Chairman and Treasurer of the International Religious Freedom Secretariat, Dr. Murray provides strategic leadership for one of the world’s foremost international religious freedom networks. He works with coalition leaders from around the world to strengthen global partnerships, coordinate international advocacy efforts, and advance collaborative initiatives that protect freedom of religion or belief, promote human dignity, and expand international cooperation on behalf of persecuted and vulnerable religious communities.
First Amendment Voice Alliance
Founding Board Member & Secretary
As a Founding Board Member and Secretary of the First Amendment Voice Alliance, Dr. Murray advances constitutional freedoms by strengthening public understanding of the First Amendment and its essential role in protecting religious liberty, free speech, freedom of conscience, and civic engagement. Through the Alliance, he has helped convene policy forums on Capitol Hill and annual leadership gatherings at Philadelphia’s National Constitution Center, bringing together faith leaders, legal scholars, policymakers, and civil society leaders to address emerging First Amendment challenges. He has also helped develop educational initiatives that equip citizens to understand, defend, and responsibly exercise their First Amendment freedoms.

As Co-Chair of the International Religious Freedom Roundtable, Dr. Murray helps lead one of the world’s most influential collaborative forums advancing freedom of religion or belief. Working alongside faith leaders, NGOs, government officials, and civil society organizations, he helps convene diverse stakeholders, strengthen strategic collaboration, and advance practical solutions that protect religious freedom and promote human dignity worldwide.

Through public education, civic engagement, coalition building, and strategic advocacy, he helps advance principled responses to emerging challenges affecting religious liberty and freedom of conscience across the United States.

Organizing Member, Steering Committee Member & Former Treasurer
As an Organizing Member of the International Religious Freedom Summit, Dr. Murray helped launch one of the world’s premier gatherings dedicated to advancing freedom of religion or belief. He continues to serve on the Summit’s Steering Committee, providing strategic leadership that strengthens collaboration among government leaders, faith communities, civil society organizations, and human rights advocates worldwide.
Beyond the annual Summit in Washington, DC, Dr. Murray has helped expand the Summit’s global reach by leading the inaugural Africa Regional IRF Summit in Nairobi, Kenya, where he served as master of ceremonies, moderator, and speaker. He has also contributed as a speaker at regional IRF Summits in Taiwan and Morocco.
